I think what you're seeing is the staff/axe weapon thingy held by one of Jabba's dudes. But good eye, otherwise!
Yup you're right. Now that I'm picturing the figure, he comes with a vibro ax/staff weapon.

Ahhh...Bib Fortuna! My custom GiJoe Punisher needed a tench coat and Bib wouldnt let it go. Needless to say Punny got a trench coat and Mr. Fortuna may have met an untimely demise :)
